displaced in the southeast of the country were well reflected in a recent statement issued by Francis
Deng, United Nations Representative of the Secretary-General on Internally Displaced Persons. Human
Rights Watch's research has revealed a range of problems with the program, including that to the extent
villagers were returning, it was often to centralized villages and exclusively to those controlled by
so-called village guards.
