Human Rights Watch documents attacks on the right to health and health care in conflict and other circumstances that constitute violations of international humanitarian and human rights law. By researching attacks on health systems and infrastructure during conflict as well as targeting of health workers in times of crisis, we expose how governments and armed groups weaponize health care as an instrument of oppression. We work to increase the political and reputational costs of these abuses, as well as to strengthen efforts to protect access to healthcare, health workers, and health infrastructure in conflicts and other hostile environments and to hold perpetrators accountable.
