Human Rights Watch and our partners reported extensively on Duterte’s campaign for years. Officers of the Philippine National Police or their agents raided homes at night without warrants, arresting and then executing suspects, and frequently planting evidence to justify their acts. There has been shockingly little accountability for police who committed or oversaw arbitrary arrests and extrajudicial killings. We and other rights groups inside and outside of the Philippines have repeatedly called for Duterte and other officials to face justice for the killings. Aside from bringing justice closer to victims, the arrest and transfer of Duterte to the ICC also affirms the court’s relevance, and the importance of international justice in bringing accountability to perpetrators of serious crimes. As attacks on the ICC and international justice mount from various countries, this week’s arrest shows it is more relevant than ever. |
