The Israeli military said it had struck more than 1,600 Hezbollah targets. Lebanon’s Health Ministry reported that 558 people were killed, including women and children, and that the strikes damaged hospitals, medical centers, and ambulances. Thousands of people have since been displaced. Since September 22, Hezbollah has launched more than 200 rockets into towns in northern Israel, injuring 6 people. The hostilities follow an attack a few days prior in which thousands of pagers and radios across Lebanon suddenly exploded, killing at least 37 people including children and medical workers. United States officials and others have said Israel is responsible for the attack, though the Israelis have not commented. The attack opened the possibility of a new kind of war taking shape in the Middle East following nearly a year of hostilities between Israel and Palestinian armed groups. The laws of war require parties to a conflict to take constant care during military operations to spare the civilian population, and to “take all feasible precautions” to avoid or minimize the incidental loss of civilian life and damage to civilian objects. Warning civilians without giving them adequate time to leave for a safer area does negate that responsibility. Israel and Hezbollah need to comply with the laws of war and minimize harm to civilians. |
