Thank you for inviting me to convey to the Subcommittee our concerns about the human rights situation in Colombia and the implications of U.S. security assistance. I know the Subcommittee is most interested in an exchange, so my remarks will be brief. I would also like to submit, for the record, a copy of my written testimony, which includes what we consider to be the key benchmarks to evaluate the compliance of the Colombian government with the human rights conditions included in Public Law 106-246. These benchmarks represent a joint effort that included Amnesty International and the Washington Office on Latin America.
