Mr. President,

During the High-Level Segment and throughout many debates in this Council we have heard large agreement amongst states, and from the High Commissioner, that the world is facing multiple human rights crises, and that multilateralism itself is in unprecedented danger.

Some of the work at this Council session shows that human rights can provide reasons for hope. For example, the resolution on economic social and cultural rights, which is focused on the theme of ‘financing for development’ has attracted broad engagement. The result is a draft text that effectively addresses critical issues the world is facing, in terms that speak to the priorities of both Global North and Global South countries. It unpacks the imperatives to increase international tax cooperation and address debt in order to increase the fulfilment of economic, social and cultural rights, and it identifies the human rights framework that that should underpin structural changes that are needed in the global financial system.

We need domestic and international economic systems that put people and the planet at the centre of economic decisions and that dismantle structural barriers and impediments to the realization of all economic, social, cultural, civil, political, environmental rights and the right to development.

Joint efforts to build human rights economies could be a central element that garners consensus amongst states from all regions, to respond to the crises we are facing.

We hope the Council will adopt the resolution on economic, social and cultural rights by consensus and will use that resolution to push for rights-compliant outcomes at the major inter-governmental processes this year: the Fourth International Conference on Financing for Development, the Second World Social Summit for Social Development, and COP30.
