Human Rights Watch sent a letter in French and Arabic to Algeria's Minister of Interior protesting the last-minute refusal by the Wilaya (Governorate) of Algiers to allow the Algerian Human Rights League to hold its congress in a public hall on March 25 and 26, 2010. The Wilaya provided no justification for this refusal, which Human Rights Watch wrote, seemed an arbitrary restriction on the right of Algerians to peacefully assemble.
