On November 6, the Supreme Court granted a last-minute stay of execution to James Colburn, a severely mentally ill Texas inmate. Human Rights Watch had written to the Texas Board of Pardons and Paroles and Governor Rick Perry asking that Mr. Colburn be granted clemency.
