The Mexican justice system currently leaves the task of investigating and prosecuting army abuses to military authorities. Because of this arrangement, serious human rights violations go unpunished. On December 5, HRW released the report "Military Injustice: Mexico's Failure to Punish Army Abuses" at a press conference in Mexico City. The report gives a detailed examination of five cases in which civilians from Guerrero reported atrocities committed by soldiers.
