Letter to the Texas Board of Pardons and Paroles requesting clemency for Johnny Paul Penry

We write to urge you to recommend to the Governor that Johnny Paul Penry’s sentence
of death be commuted to life imprisonment. Johnny is a mentally retarded man with an
execution date of November 16. We also urge you to hold a hearing to consider
evidence on Johnny’s mental impairment and childhood abuse and to the arguments in support of mercy in his case.
