The history of the Israeli-Palestinian conflict is replete with serious human rights violations—including arbitrary arrest, torture, and unfair trials—that the parties have tried to justify by invoking security concerns. Instead of creating strong mechanisms to prevent such violations, many sections of the Wye River Memorandum can be read as encouraging them.
