Iran: Deliberate Attacks on Civilian Ships Apparent War Crimes
Risk Harming Economic Rights Across the Globe
On February 28, 2026, the United States and Israel began military strikes on Iran, which then responded with attacks across the region, including against Gulf states and Israel. Hezbollah in Lebanon then began launching rockets and drones into Israel, and Israeli forces carried out numerous strikes across Lebanon. Over 1.2 million people have been displaced from their homes after the Israeli military issued displacement orders for areas covering nearly 15 percent of Lebanon’s territory. The conflict to date has killed or injured hundreds of people in Iran and in Lebanon, and people across the region. The United States, Israel and Iran have committed serious violations of the laws of war amounting to possible war crimes. All parties to the conflict need to adhere to international human rights and humanitarian law and ensure the protection of civilians.
