General Jos?Francisco Gallardo was jailed in 1993 after writing an article calling for the creation of a military human rights ombudsman's office. A military tribunal convicted him on minor corruption charges and sentenced him to 28 years in prison--a sentence totally out of proportion with the crimes he allegedly committed.
