Dear Secretary Powell:
In February we wrote to you urging that the Bush administration adhere strictly to the conditions set out in
Section 594 of the Foreign Operations Assistance Act for terminating United States government economic
assistance unless the Yugoslav authorities cooperated with the International Criminal Tribunal for the Former
Yugoslavia (ICTY). While we felt that the decision to certify was premature, we welcomed your comments at the
time that future U.S. support for an international donors' conference would depend on "continued progress" by
Yugoslavia in cooperating with the tribunal.
