Dear Secretary Powell,
We understand that you are considering delivering a speech in the near future setting out United States strategy
towards the Israel-Palestine conflict. You have said that this speech will be "a comprehensive statement of what
the United States stands for." We hope you will make clear that one thing the United States stands for is that
all parties in this conflict should respect fully international human rights and humanitarian law standards.
