Human Rights Watch welcomes the OSCE’s engagement on the important human rights issues of capital
punishment and torture—two of the most serious violations of fundamental human rights that still persist in the
region. In our comments today we would like to briefly highlight some of the most significant developments in
this area over the past year, and then offer a number of recommendations to specific participating countries and
to the OSCE as a whole.
