Richard Weir is a researcher in the Crisis and Conflict division at Human Rights Watch. Richard was awarded the 2016-2017 Arthur R. and Barbara D. Finberg fellowship at Human Rights Watch and previously worked as the researcher in Myanmar for Human Rights Watch. During both assignments from 2016-2018 he investigated and documented violations of international humanitarian and human rights law and abuses in Myanmar and Bangladesh, including crimes against humanity, violations of the right to freedom expression and religion, and land confiscations, among others. In 2018-2019 he worked as a legal advisor for Diakonia's Global International Humanitarian Law Centre on issues of both international humanitarian and human rights law in the Middle East with a focus on Israel and Palestine. Richard has also worked on US refugee policy and resettlement for those fleeing conflict and persecution in the Middle East and South Asia. Richard holds a J.D. from the University of California, Berkeley, School of Law and a B.A. in political science, summa cum laude, from the University of California, Los Angeles.
