Joey Shea is a researcher in the Middle East and North Africa Division investigating human rights abuses in Saudi Arabia and the United Arab Emirates. Prior to joining Human Rights Watch, Shea was a non-resident scholar at the Middle East Institute focusing on digital information controls and operations, security, political violence, and the human rights impact of technology across the Middle East and North Africa. She was also a Non-Resident Research Fellow at the Tahrir Institute for Middle East Policy (TIMEP) and has consulted for SMEX, the Egyptian Commission for Rights and Freedoms, and the World Bank. She was also an Information Controls Research Fellow with the Open Technology Fund and eQualit.e, where she conducted research on censorship and surveillance.

Shea has an M.A. from the University of Toronto in Political Science and a B.A. from McGill University in Political Science and speaks Arabic.
