Uganda’s human rights record continues to deteriorate under President Yoweri Museveni’s decades-long leadership. In defiance of international law, the Constitutional Court upheld radical and abusive provisions of the country’s 2023 Anti-Homosexuality Act, further entrenching the discrimination and risk of violence faced by LGBT persons in Ugandan. Civic space in the country has progressively decreased as NGOs risk politically motivated charges for allegedly failing to comply with legal provisions that impose vague “special obligations” on independent groups, and protestors are detained and charged with the colonial-era “common nuisance” offense.
