La déclaration suivante a été signée par 144 ONG dont Human Rights Watch, et adressée aux pays réunis à Tunis le 24 février 2012, à l’occasion de la conférence des « Amis de la Syrie » au sujet de la crise dans ce pays.
En tant que signataires, représentant 144 ONG internationales et arabes présentes dans plus de 20 pays, nous appelons la conférence des « Amis de la Syrie » qui doit se tenir le 24 février à Tunis, à élaborer une stratégie internationale afin de mettre un terme aux violations des droits humains en Syrie. La crainte d'une guerre civile s'amplifiant, les « Amis de la Syrie »devraient faire pression sur tous les groupes utilisant illégalement la force contre les civils, afin de stopper ces actes de violence. Tous les groupes ont pour obligation de respecter les droits humains, et doivent se garder de toutes violences sectaires.
Nous appelons les « Amis de la Syrie » à élaborer un consensus international qui supportera la fin des violations des droits humains et des crimes reconnus internationalement, en accord avec la résolution 7446 de la Ligue arabe et la résolution 11207 de l'Assemblée générale des Nations Unies. En particulier, nous exhortons les membres de la conférence à :
1. Réitérer un appel unanime adressé aux autorités syriennes pour que celles-ci s'engagent à respecter le protocole d'accord signé le 19 décembre avec la Ligue des Etats Arabes qui les enjoint : à relâcher tous les détenus emprisonnés depuis le début de la révolte, notamment les défenseurs des droits humains, à mettre fin à l'utilisation de la torture et aux disparitions forcées ainsi qu'à toute forme de violence, d'où qu'elle vienne, dans les villes et les quartiers résidentiels, et à garantir que les manifestations pacifiques ne soient pas la cible des forces de sécurité syriennes.
2. Appliquer et veiller à l'exécution de toutes les sanctions en vigueur ciblant les autorités syriennes et à s'assurer que d'autres pays adoptent et appliquent des sanctions similaires, comme l'embargo sur les armes, et ceci à l'encontre des autorités et de tous ceux impliqués dans des violations des droits humains et des crimes internationalement reconnus.
3. Exhorter le gouvernement syrien et les groupes armés à faciliter la mise en œuvre d'une aide humanitaire d'urgence indépendante et impartiale, proportionnée aux besoins, et à permettre l'évacuation des blessés se trouvant dans les zones de violences. Nous vous prions de demander un accès effectif pour les organisations humanitaires, les journalistes ainsi que pour les défenseurs des droits humains afin de pouvoir suivre la situation sur le terrain. Une attention particulière doit être portée à l'obtention d'un accès sûr aux hôpitaux civils et pour la livraison de matériel médical adéquate conformément au droit international.
4. Insister pour que soit engagée la responsabilité des auteurs de crimes contre l'humanité, entre autre par l'intermédiaire d'une saisie de la Cour Pénale Internationale par le Conseil de Sécurité des Nations Unies.
Bien que nous appréciions les efforts intenses mis en œuvre pour répondre à la crise syrienne, nous considérons que la conférence de Tunis doit paver la voie à l'élaboration d'un consensus international plus robuste qui pourrait faciliter l'adoption d'une initiative efficace du Conseil de Sécurité des Nations Unies.
La population syrienne a déjà trop souffert. Nous vous implorons de vous assurer que cette conférence représente une réelle avancée vers la fin des abus et des crimes commis en Syrie.
