Lettre ouverte aux membres de l’Assemblée générale de l’ONU concernant le Comité de l’ECOSOC chargé des ONG

Excellences :

Nous sommes à cinq mois des élections du Comité chargé des organisations non gouvernementales de l’ECOSOC pour le mandat 2023-2026. Il s’agit d’élections clés pour tous ceux qui apprécient l’expertise de la société civile et cherchent à faire en sorte que l’ONU puisse en bénéficier.

Le Secrétaire Général a qualifié la société civile de « partenaire indispensable » de l’ONU. Les États membres se sont récemment engagés à renforcer les partenariats « pour garantir une réponse efficace à nos défis communs ». En recommandant l’approbation de la participation des organisations non gouvernementales à une série d’organes et de processus des Nations Unies, le Comité chargé des ONG joue un rôle clé dans la facilitation de ces partenariats. Il est essentiel que les membres du Comité s’engagent à remplir une telle tâche de manière équitable et judicieuse.

Dans cette optique, nous souhaiterions demander que :

1/ Les États ayant un intérêt à faciliter et à sauvegarder l’accès et la participation de la société civile aux processus de l’ONU se présentent aux élections du Comité.

2/ Les candidats rendent publiques les raisons de leur candidature et leur engagement à assumer leurs responsabilités en tant que membres du Comité, conformément à la résolution 1996/31 de l’ECOSOC.

3/ Toutes les régions présentent des listes compétitives, comme l’ont fait les régions Asie-Pacifique et GRULAC lors des dernières élections au Comité en 2018. Les élections compétitives sont importantes pour susciter l’adhésion au processus et encourager les États à rendre compte de leurs engagements.

4/ Toutes les régions rendent publiques les candidatures au moins deux mois avant les élections afin de permettre un examen approprié des candidats.

5/ Tous les membres de l’ECOSOC votent (et soient encouragés à voter) uniquement pour les candidats ayant des antécédents positifs en matière d’accès et de participation de la société civile. Les candidats pourraient être évalués en fonction d’indicateurs tels que le soutien aux résolutions pertinentes des Nations unies, notamment celles relatives à l’espace de la société civile et aux défenseurs des droits humains ; les réponses aux cas d’intimidation et de représailles ; et les initiatives nationales visant à préserver l’espace civique, la liberté de la presse – en ligne comme hors ligne – et le droit de défendre les droits humains.

6/ Les membres de l’ECOSOC devraient envisager d’introduire des limites de mandat pour les membres du Comité chargé des ONG, parmi d’autres réformes encourageant l’ouverture et la responsabilité. Comme pour les autres organes de l’ONU, les Etats devraient être tenus de quitter le Comité pour un intervalle de temps spécifique après avoir servi pendant une période maximale convenue. La limitation des mandats favoriserait une plus grande diversité des membres au fil du temps et encouragerait les États à se porter candidats.

Le Comité chargé des ONG a pour mission de faciliter l’accès de la société civile afin que l’expertise et l’expérience des partenaires de la société civile puissent enrichir et éclairer les débats des Nations unies. Il a besoin de membres qui s’engagent à remplir le mandat du Comité de manière équitable, transparente, non discriminatoire, rapide et apolitique. Il incombe à tous les États membres – en tant que candidats et/ou électeurs potentiels – de veiller à ce que la composition du Comité soit adaptée à son objectif.
