رسالة مشتركة إلى الرئيس بايدن تطالبه بالتحرك الفوري إثر هجمات الحكومة الإسرائيلية على المجتمع المدني الفلسطيني

تحية طيّبة وبعد،

نكتب إليكم لأنّ تقاعس إدارتكم المستمر في الردّ على الهجمات المتصاعدة للحكومة الإسرائيلية على منظمات فلسطينية بارزة في مجال حقوق الإنسان والمجتمع المدني على مدى الأشهر العشرة الماضية عرّض سلامة ورفاه المدافعين الحقوقيين الفلسطينيين لخطر جسيم. ندعوكم إلى اتخاذ إجراءات فوريّة ردّا على التصعيد الأخير للحكومة الإسرائيلية بغية وضع حدّ لأي تكتيكات قمعيّة أخرى وشيكة للسلطات الإسرائيلية، وضمان حرية المجتمع المدني الفلسطيني في مواصلة عمله الناقد.

في تصعيد كبير حصل الأسبوع الماضي، داهمت القوات العسكرية الإسرائيلية مكاتب سبع منظمات حقوقية ومجتمعية فلسطينية في الضفة الغربية المحتلة يوم 18 أغسطس/آب 2022، ووضعت أختاما على أبوابها وأمرتها بالإغلاق، وصادرت منها أجهزة حاسوب ومواد سرية أخرى. في الأيام التالية، استدعى الجيش الإسرائيلي و"جهاز الأمن الإسرائيلي" (الشين بيت) مديري المنظمات للاستجواب. كل موظفي هذه المنظمات باتوا يواجهون خطر الاعتقال الوشيك والمحاكمة. بينما سارع الكثيرون في المجتمع الدولي إلى إدانة المناورة السياسية المخزية للحكومة الإسرائيلية في أكتوبر/تشرين الأول 2021 التي صنّفت منظمات حقوقية فلسطينية رائدة على أنها "إرهابية" بموجب "قانون مكافحة الإرهاب" الإسرائيلي الصارم، رفضت إدارتكم التحرك أو إدانة هذا الهجوم الواضح على المجتمع المدني الفلسطيني، بل اتخذت خطوات تأييدية، شملت إلغاء تأشيرة سارية المفعول كان يحملها رئيس إحدى المنظمات التي استُهدِفت. هذا التعامل مكّن الحكومة الإسرائيلية من الاستمرار في القمع وتصعيده.

تُشكّل المنظمات المستهدَفة جزءا من القاعدة المتينة للمجتمع المدني الفلسطيني الذي دأب على حماية حقوق الإنسان الفلسطينية وتعزيزها على مدى عقود من الزمن عبر طيف واسع من القضايا ذات الاهتمام العالمي، بما في ذلك حقوق الطفل، وحقوق السجناء، وحقوق المرأة، والحقوق الاجتماعية-الاقتصادية، وحقوق المزارعين، وتحقيق العدالة والمحاسبة في الجرائم الدولية. تشمل هذه المنظمات "الحركة العالمية للدفاع عن الأطفال – فلسطين"، ومنظمتي "الحق" و"الضمير"، و"مركز بيسان للبحوث والإنماء"، و"اتحاد لجان العمل الزراعي"، و"اتحاد لجان المرأة الفلسطينية". جميع هذه المنظمات شركاء موثوق بهم في عملهم الجماعي لتأمين حقوق الإنسان للجميع.

منذ أن حظرت الحكومة الإسرائيلية منظمات المجتمع المدني هذه بشكل رسمي، وجدت جماعات حقوق الإنسان الدولية، و"الأمم المتحدة"، وحكومات أن مزاعم إسرائيل لا أساس لها من الصحة، بعد أن أجرت تحقيقات بشأنها، ومنها عشر حكومات أوروبية رفضت هذه المزاعم في منتصف يوليو/تموز 2022. في تقرير مقلق للغاية صدر هذا الأسبوع، ورد أن "وكالة الاستخبارات المركزية" الأمريكية قيّمت المعلومات التي قدّمتها الحكومة الإسرائيلية في وقت سابق من هذا العام ولم تجد أيّا من الأدلة المزعومة التي تدعم ادعاءات الحكومة. بالإضافة إلى ذلك، دعا أعضاء في "الكونغرس" إدارتكم إلى إدانة ورفض الهجوم الواضح للحكومة الإسرائيلية على المجتمع المدني الفلسطيني.

بصفتنا منظمات ملتزمة بالعدالة الاجتماعية، والحقوق المدنية، وحقوق الإنسان العالمية، اطلعنا عن كثب علة الطرق التي تُهدّد من خلالها تهمة "الإرهاب" وما يُسمى "الحرب على الإرهاب" ليس فقط المدافعين الحقوقيين الدوليين، لكن أيضا الحركات الاجتماعية والمجتمعات المهمشة هنا في الولايات المتحدة، حيث يواجه النشطاء ومجتمعات السكان الأصليين، والسود، وذوي البشرة الداكنة، والمسلمين، والعرب نفس صنوف الإسكات، والترهيب، والتجريم، والمراقبة بموجب هذه التهم التي لا أساس لها. أيّ تهديد لحركة حقوق الإنسان الفلسطينية هو تهديد لحركات العدالة الاجتماعية في كل مكان، وحتى تتحقق حماية حقوق الإنسان والمدافعين عنها، يجب محاسبة جميع الدول على ارتكاب هذه الأعمال الجائرة بشكل واضح.

بينما توفر حكومتنا منذ وقت طويل دعما غير مشروط للحكومة الإسرائيلية، فإنّ حركاتنا ومنظماتنا ستقف دائما وقبل كل شيء مع حقوق الناس وسلامتهم.

لذلك، نحن المنظمات الموقعة أدناه، ندعوكم بصفتكم الرئيس، إلى القيام على الفور بما يلي:

إدانة التكتيكات القمعية للحكومة الإسرائيلية وتصعيدها لحملة التجريم والترهيب ضدّ منظمات المجتمع المدني الفلسطيني وموظفيها ومجالس إدارتها؛
رفض اتهامات الحكومة الإسرائيلية التي لا أساس لها ضدّ منظمات المجتمع المدني الفلسطيني، ومطالبة السلطات الإسرائيلية بإلغاء تصنيفها؛
اتخاذ إجراءات دبلوماسية، بالتنسيق مع النظراء الأوروبيين، لحماية المنظمات الفلسطينية المستهدفة وموظفيها ومجالس إدارتها ومقارها وأصولها الأخرى؛
الامتناع عن وضع أي عراقيل أو سياسات من شأنها أن تلغي التعامل المباشر بين الحكومة الأمريكية والمجتمع المدني الفلسطيني، أو اعتماد فهم كامل وشامل وعام لشدّة وآثار القمع الإسرائيلي؛
وقف جهود الولايات المتحدة لتقويض حقوق الفلسطينيين ومنظمات المجتمع المدني الفلسطيني في السعي لتحقيق العدالة والمحاسبة، بما في ذلك لدى "المحكمة الجنائية الدولية"؛
ضمان عدم اتخاذ أي إجراءات على المستوى الفيدرالي قد تعيق بأي شكل من الأشكال تمويل المنظمات والأفراد في الولايات المتحدة للمنظمات الفلسطينية المستهدفة؛
تعليق التمويل العسكري للحكومة الإسرائيلية ووقف أي جهود دبلوماسية تتيح الإفلات المنهجي من العقاب على الانتهاكات الإسرائيلية الجسيمة لحقوق الإنسان المعترف بها دوليا.
