British Territory Must Not Be Used for Torture
December 31, 2002

Dear Prime Minister: We write to urge you to take steps to ensure that torture does not take place on British soil, including the islands that are part of British Indian Ocean Territory. According to press reports in the United States, U.S. forces are holding and interrogating suspected al-Qaeda detainees at a U.S. operated facility on the island of Diego Garcia.
