The 78-page report, “‘Death Was Everywhere’: Arbitrary Detention, Killings, and Forced Recruitment by the M23 and the Rwanda Defence Force,” documents large-scale roundups and arrests in North and South Kivu provinces in eastern Congo, as well as grave abuses against detainees at the Rumangabo and Tshanzu training camps in North Kivu, between mid-2024 and December 2025. M23 fighters, backed by Rwandan military personnel, have committed murder, torture, corporal punishment, and used forced labor and child soldiers, researchers found. These abuses are war crimes and should be investigated as possible crimes against humanity.

The 66-page report, “‘Casting Us Aside to Die:’ Cuban and Other Third-Country Nationals Deported from the US to Mexico,” documents US government abuses against Cubans and other third-country nationals deported to Mexico between January 2025 and March 2026. With no other recourse to obtain permanent residency in Mexico, many Cuban deportees, whose home government refuses to take them back, are trapped in a legal limbo. Since arriving in Mexico, they have received little if any government support, and many are without access to shelter, food, or health care.

The 83-page report, “From Bogotá to El Fasher: UAE’s Role in the Deployment of Colombian Fighters and Other Backing to the Rapid Support Forces in Sudan,” presents evidence showing that, since 2024, the Abu Dhabi-based security company, Global Security Services Group (GSSG) hired hundreds of Colombian private military contractors who deployed to Sudan to fight alongside the RSF, which is battling the Sudanese Armed Forces (SAF). Human Rights Watch found evidence that private military contractors were in El Fasher, North Darfur’s capital, in October 2025, when the RSF took over the city and committed widespread killings and rape. The UN International Fact-Finding Mission on Sudan has said that these events bore “the hallmarks of genocide.”

The 75-page report, “‘Without Education, There Will Be Nothing’: School Fees and Other Barriers to Education in Liberia,” documents that mandatory fees—despite a legal guarantee of free and compulsory education for grades 1 to 9—place a heavy financial burden on families and violate children’s right to education. Children in Liberia often enroll in school years late and are sent home when their parents are unable to pay their fees, or work to help pay them. Many drop out entirely or never attend school.

The 56-page report, “‘Skeletons and Skulls Scattered Everywhere’: Arakan Army Massacre of Rohingya Muslims in Hoyyar Siri, Myanmar,” documents the May 2, 2024 attack, in which Arakan Army fighters deliberately fired on unarmed villagers who were seeking safety after the armed group advanced on two Myanmar military bases in the vicinity. Details of the massacre only began emerging more than a year later, after some survivors fled to Bangladesh and Malaysia.

The 23-page report,“‘We Are Civilians!’: Killings, Sexual Violence, and Abductions by the M23 and Rwandan Forces in Uvira, Democratic Republic of Congo,” documents the M23 and Rwandan forces’ occupation of Uvira, the second largest city in South Kivu province from December 10, 2025, days after the signing of the United States-brokered Washington Accords, until their withdrawal on January 17, 2026. During this time, these forces shot fleeing civilians, summarily executed more than 50 people during door-to-door searches, raped at least 8 women, and forcibly disappeared at least 12 people.

The 54-page report, “Looking the Other Way: EU Failure to Prevent Surveillance Exports to Rights Violators,” assesses how the EU’s landmark Dual-Use Regulation, adopted in 2021, is functioning in practice. The regulation was intended, in part, to prevent the export of dual-use technologies—those that may be used for both civilian and military purposes, including commercial surveillance technology—to places where they are likely to be used to violate international humanitarian or human rights law. But that goal is not being achieved because it is not being implemented effectively.

The 72-page report, “Start with the Youngest Children: China Uses Preschools to ‘Integrate’ Tibetans,” documents that a 2021 Ministry of Education directive—the Children’s Speech Harmonization plan—mandates the use of standard Mandarin Chinese for all preschool instruction in ethnic minority areas. While the kindergartens in theory can still offer supplementary sessions for minority children in their own language, minorities no longer have the legal authority to do so. By severely limiting Tibetan-language education in early childhood, a stage critical for language acquisition and identity formation, the Chinese government is speeding up its erasure of Tibetan language and culture.

The 316-page report, “‘None Can Run Away’: War Crimes and Crimes Against Humanity in Burkina Faso by All Sides,” documents the devastating impact on civilians of an armed conflict that has received scant global attention. Researchers documented 57 incidents involving Burkinabè military forces and allied militias known as the Volunteers for the Defense of the Homeland (VDPs), and the Islamist armed group Jama’at Nusrat al‑Islam wa al‑Muslimin (JNIM) since the current military junta seized power in September 2022. Human Rights Watch issued a question and answer document to explain the legal issues involved. 

The 66-page report, “‘Self-Determination is the Pathway to Liberation’: Alternative Mental Health Crisis Response in the United States,” identifies key elements of rights-respecting responses to mental health crises and explores how alternative mental health crisis response programs have carried out these approaches in practice. Many of these models share core elements, including promoting individual autonomy, providing voluntary support rather than mandating compliance, and avoiding unnecessary law enforcement involvement.

The 85-page report, “Farmers Have No Freedom: Abuse and Exploitation of Cotton and Wheat Farmers in Uzbekistan,” documents abusive conditions under which these farmers work, including mandatory quotas for crops on land they lease from the government, to be sold at centralized set prices, enforced through penalties for not meeting the quotas, even though required yields may not be achievable. Authorities use threats and violence against farmers who do not meet the quotas, and penalties may include seizing the land. Farmers face non- or late payments by cotton-textile and wheat companies, while authorities have failed to enforce court orders compelling the companies to pay.

The 47-page report, “‘Silencing the Streets’: The Right to Protest Under Attack in the UK,” documents that the UK’s Labour government has failed to reverse sweeping anti-protest laws introduced by the previous Conservative government. Instead, Labour has attempted to expand them with the Crime and Policing Bill 2025 and through the unprecedented misuse of terrorism legislation to target and criminalize peaceful protest. The Crime and Policing bill, pending before parliament, is to be debated in the House of Lords in January 2026.

The 45-page report, “Like a Prisoner in My Home’: Coal Fueling Toxic Air in Bulgaria” analyzes the data revealing alarmingly high air pollution levels in Dimitrovgrad, a town in southern Bulgaria, which hosts Maritsa 3, one of the country’s oldest coal plants. Maritsa 3 emits hazardous air pollutants, which contribute to poor air quality that harms the health of local residents, particularly children.
