Rights Abuses Fueling Global HIV Epidemic
Government, Police Actions Blocking Access to HIV Prevention
Unless governments act to end the human rights abuses fuelling the spread of HIV, little progress will be made towards addressing the global epidemic, 400 AIDS and human rights organizations said today. The coalition called on organizers of the biannual International AIDS Conference, which opens in Mexico City on August 3, 2008, to make human rights a central theme of the world’s largest gathering on HIV/AIDS.

Letter to President Felipe Calderón
I am writing to thank you for your response to our letter of March 6, 2008, expressing Human Rights Watch’s observations to the justice reform package that was approved by the Mexican Congress that day. We value your government’s stated commitment to human rights. However, your administration’s response does not address our fundamental concerns regarding the constitutional reform proposal. In light of the recent approval of the reform package by a majority of state legislatures, your government must take necessary steps to adopt measures that would prevent serious human rights abuses.

A Vital Choice

Mexico City’s abortion law gives women a vital choice. For some, the ability to exercise this choice may mean the difference between life and death. The upcoming Supreme Court decision on the constitutionality of this law will determine if all women and girls in the capital can continue to access abortion services in bona fide medical facilities with qualified professionals under sanitary conditions, or some will be forced to revert to unsafe and often hazardous practices with unlicensed practitioners in clandestine clinics, pharmacies or marketplaces.

Officials Should Address Deficiencies, Not Defend Them
Mexico’s National Human Rights Commission undermines its own credibility by distorting the findings of a Human Rights Watch report, Human Rights Watch said today. The commission’s claim that it found “48 errors” in the report does not withstand scrutiny and it is a blatant tactic to sidestep the critical issues of its effectiveness.

Letter to President Felipe Calderón
Observations regarding the justice reform package approved by the Mexican Congress on March 6. Of particular concern is the proposal to modify article 16 of the Mexican Constitution to allow prosecutors, with judicial authorization, to detain individuals suspected of participating in organized crime before they are charged with a crime. Detention without charge for such a long period of time violates the fundamental right to liberty and security of the person and the associated protections against arbitrary detention enshrined in international law.

Mexico’s National Human Rights Commission
A Critical Assessment
This 128-page report examines the commission's work on more than 40 human rights cases, including recent abuses by soldiers involved in law enforcement operations, police crackdowns against demonstrators in Guadalajara and San Salvador de Atenco, and the killings of women in Ciudad Juárez over the past decade, among others. The report also examines the commission’s role in addressing abusive laws, including restrictions on freedom of expression, and responding to important reforms, such as the Mexico City abortion law passed in 2007.

Abortion lessons from Latin America

IT'S BEEN A LONG time since the days of back-alley abortions in the U.S. Perhaps that's why South Dakota Gov. Michael Rounds signed into law a ban against abortion in his state, with one narrow exception: protecting the life of the pregnant woman. Perhaps Rounds, who was only 19 when Roe vs. Wade was decided in 1973, doesn't remember what it was like to live in a country where women had no right to a safe, legal abortion. But there is a place he could visit if he wants to refresh his memory: Latin America.
