We write to express Human Rights Watch’s deep concern regarding your December 17 statement made during a meeting with Palestinian leader Mahmoud Abbas, in which you call on the Palestinian Authority not to use Palestine's new non-member observer-state status at the United Nations to pursue the jurisdiction of the International Criminal Court (ICC).
Given the fundamental importance of safeguards in helping countries develop in a sustainable manner, we believe that the Safeguards review provides a critical opportunity to strengthen the Bank’s development model. The Bank should strive to be a standard-setter among development institutions, and this review provides an opportunity to lead a race to the top in establishing strong and effective safeguards.

Addressing the abuses committed during the tenure of your predecessor and preventing them in the future will require immediate attention at the highest levels of your administration. I write to urge you to rapidly set out a concrete, detailed plan to address these serious problems.
As the UN Security Council considers the authorization of an international military force for Mali, Human Rights Watch, Amnesty International, FIDH, and the Global Centre for the Responsibility to Protect share concerns about the possible human rights challenges such a force could encounter if it is not accompanied by the proper safeguards for civilian protection and human rights monitoring capability.

This 67th UNGA provides an important opportunity to elevate and advance the concerns of the international community with respect to ongoing human rights abuses in the Islamic Republic of Iran.
