Fighting linked to the political upheaval decreased, but sectarian clashes continued in the north, and government forces fought with the Yemen branch of al Qaeda in the south. The country faces a growing humanitarian crisis, with nearly half the population lacking sufficient food.

    Human rights violations increased significantly in Yemen in 2011, as authorities sought to quash largely peaceful demonstrations challenging the 33-year rule of President Ali Abdullah Saleh. State security forces, often acting together with armed plainclothes assailants, responded to anti-government protests with excessive and deadly force, killing at least 250 people and wounding more than 1,000.

    Yemen's human rights situation continued to deteriorate in 2010. Amid political unrest in the south, hundreds of arbitrary arrests and the use of lethal force against peaceful demonstrators undermined advances in the rule of law. Skirmishes tested a truce in the conflict with Huthi rebels in the north, and government ministries, the army, rebels, and "tribes" in various conflict affected northern areas obstructed humanitarian assistance. Accountability for laws of war violations remained lacking.  Yemen intensified counterterrorism efforts against suspected al Qaeda members in the Arabian Peninsula (AQAP), but some attacks killed and injured civilians.

    The human rights situation in Yemen deteriorated significantly in 2009. Yemen’s previous advances in the rule of law have been eroded by hundreds of arbitrary arrests and use of lethal force against peaceful demonstrators as the central government responded to increasing political unrest in the south. A resurgence of conflict with Huthi rebels in the north saw both sides reportedly commit laws of war violations, and use child soldiers, and the government continued to deny humanitarian access to the displaced. Al Qaeda in the Arabian Peninsula launched attacks from Yemen inside the country and in Saudi Arabia.
