Cape Verde Cape Verde: Child Soldier Global Report 2001 From the Coalition to Stop the Use of Child Soldiers According to Article 83(1) of the 1992 Constitution, "[a]ll individuals shall have the duty to contribute to the defence of the nation." This is confirmed by Article 271, which adds that "Military service shall be compulsory, as provided by law", and specifies that "Conscientious objectors and those who are unfit for military service shall perform civic service, as provided by law." The Constitution further stipulates that the substitution of civic service for military service may be established by law. Under legislation, military service is selective and lasts for two years. Information on minimum age for compulsory and voluntary recruitment is unavailable. June 12, 2001 Cape Verde: Landmine Monitor Report 2000 Cape Verde signed the Mine Ban Treaty on 4 December 1997, but has not yet ratified. According to Luis Dupret, Secretary-General at the Ministry of Foreign Affairs, the ratification papers remain waiting for approval by the National Assembly and the delay is due to other pressing business. It attended the First Meeting of States Parties in Maputo in May 1999. It has not participated in the intersessional meetings in Geneva. Cape Verde voted in favor of UN General Assembly Resolution 54/54B in support of the Mine Ban Treaty in December 1999. According to Dupret, Cape Verde maintains no stockpile of landmines.
