U.S. Policy on Assassinations, CIA - HRW Letter

In recent days, the Administration and Congress have been urged to consider proposed policy changes as part
of the U.S. government's response to the horrendous attacks of September 11. Human Rights Watch has
already joined many others in publicly condemning this crime against humanity - a crime that is antithetical to
everything we stand for. We believe strongly that those responsible for this atrocity should be brought to justice.
