באוגוסט 2022
על רקע ההתקפות הישראליות ההולכות ומסלימות על עבודתם של שבעה ארגוני חברה אזרחית פלסטיניים בולטים, אנו, קבוצה של יותר מ-150 ארגונים פלסטיניים, אזוריים ובינלאומיים מביעים הזדהות מלאה עם שבעת הארגונים: ארגון א-דמיר לתמיכה באסירים ולזכויות האדם, אל-חק, מרכז ביסאן למחקר ופיתוח, DCI-האגודה הבינלאומית לזכויות הילד-סניף פלסטין, איגוד ועדות הבריאות (HWC), איגוד הוועדות החקלאיות (UAWC) ואיגוד וועדות הנשים הפלסטיניות (UPWC).
בבוקרו של 18 באוגוסט 2022, פשטו כוחות הכיבוש הישראליים על משרדיהם של שבעה ארגונים פלסטיניים, ערכו בהם חיפוש וריתכו את דלתותיהם. כוחות הכיבוש הישראליים אף החרימו מסמכים וציוד והשחיתו רכוש במשרדים. לדלתותיהם של משרדי הארגונים הוצמדו צווים צבאיים המורים על סגירתם על פי סעיף 319 לתקנות ההגנה (שעת חירום) משנת 1945. התפתחות זו באה בעקבות הכרזתו של שר הביטחון הישראלי בני גנץ ב-19 באוקטובר 2021 על שישה ארגוני חברה אזרחית פלסטיניים בולטים כארגוני טרור, מכוח חוק המאבק בטרור, תשע"ו-2016. תחולת ההכרזה הורחבה לגדה המערבית ב-3 בנובמבר 2021 בצו צבאי שהוציא אותם אל מחוץ לחוק.
אנו קוראים לקהילה הבינלאומית לגנות חד-משמעית את הפגיעה של ישראל בחברה האזרחית הפלסטינית ואת הטקטיקות שהיא נוקטת כדי להעמיק את דיכויו של חופש הביטוי. על מדינות לנקוט את כל הפעולות הנדרשות כדי לתמוך במגיני זכויות האדם הפלסטינים, להגן עליהם ולהבטיח את המשך עבודתם רבת הערך.
פשיטות וסגירות אלו הן ביטוי של ההסלמה האחרונה בקמפיין הנרחב של ישראל להשתקה ולהכפשה של כל אדם או ארגון פלסטיני המעיזים לדרוש מתן דין וחשבון על הפרות חמורות של זכויות האדם, על פשעי מלחמה ועל פשעים נגד האנושות מצד ישראל. "רדיפה של ארגונים ואנשים באמצעות שלילת זכויות וחירויות יסוד בשל התנגדותם לאפרטהייד" היא שיטה שישראל נוקטת כדי לתחזק את שלטונה ואת דיכוי העם הפלסטיני. שיטה זו עולה כדי מעשים של אפרטהייד שמכוח אמנת רומא אפשר להעמיד בגינם לדין.
לארגונים נשקף עדיין איום של סגירת חשבונות בנק, איסורי נסיעה והגבלות תנועה ומעצר ומאסר של אנשי צוות בגין עבודתם. התקפותיה של ישראל על ארגונים אלו הן איום קיומי על ארגוני זכויות אדם פלסטיניים עצמאיים ועל החברה האזרחית הפלסטינית, הפועלים לניטור ולתיעוד של הפרות של זכויות האדם והמספקים שירותים בסיסיים לעם הפלסטיני.
אנו קוראים לקהילה הבינלאומית לדרוש מישראל לבטל לאלתר את הכרזתם של ארגוני זכויות האדם והחברה האזרחית הפלסטיניים כ"ארגוני טרור", את הצווים הצבאיים המגדירים אותם ככאלה ואת הצווים המורים על סגירת משרדיהם. כמו כן יש לקרוא לביטול חוק המאבק בטרור, תשע"ו-2016, שאינו עומד בסטנדרטים בסיסיים של זכויות האדם.
נוסף על כך, אנו קוראים לקהילה הבינלאומית לנקוט צעדים יעילים להפסקת כל הצעדים האחרים השוללים מפלסטינים את זכויות האדם שלהם שאין להפקיען.
לבסוף, אנו קוראים לחברי הקהילה הבינלאומית להמשיך ולתמוך בארגונים, להגדיל את המימון שהם מקבלים ולפעול מול מוסדות פיננסיים כדי להבטיח את העברת הכספים אליהם.
