Human Rights Watch, in cooperation with the Association for Inidvidual Rights in Europe (AIRE), was granted leave to intervene in the controversial case of Mamatkulov and Askarov v. Turkey before the European Court of Human Rights. In the brief, Human Rights Watch provides detailed information regarding the risk of torture the petitioners' faced upon return from Turkey to Uzbekistan, and on the problematic practice of states' increasing reliance on diplomatic assurances as a safeguard against returning a person to a country where he or she would be at risk of torture.
