A voter in Kampala marks his ballot. Opposition candidates in Kayunga and Mbarara claimed that election officials issued spoiled ballots (with marks or torn corners) to some opposition supporters—ballots that election officials could potentially disqualify. Inadequate voter education led some to accept these ballots anyway.
