The presiding officer (right) at a polling station in Kireka, Kampala checks the voters register with a voter (left) and another election official (center).  Local monitors and journalists reported that presiding officers in some polling stations in Makindye, Ntungamo, Rukungiri, Sembabule and Kasese were partial to the ruling National Resistance Movement (NRM), allowing known NRM supporters not on the register to vote. One presiding officer in Kitgum Court Hall B polling station in Kitgum district was suspended for biased behavior.
