A large crowd waits to vote at a polling station in the Kireka neighborhood of Kampala. At this and other stations across the country, election officials turned a still undetermined number of voters away because their names did not appear on the voters register. Election monitors and local journalists told Human Rights Watch that voter names and photos were missing from the register in Kampala, Yumbe, Wakiso, Kasese, Lira, Adjumani, Gulu, Mbale and Ntungamo.
