Children of Uganda

Uganda military police gathered on a street in Kampala on election day.  President Museveni ordered the deployment of 12,000 soldiers across the country for the elections.  The opposition claimed that in the districts of Soroti, Gulu and Rukungiri soldiers threatened people, telling them to vote for the ruling NRM.  Human Rights Watch documented cases of soldiers intimidating voters during the campaign.  Ugandan military spokesman Maj. Felix Kulaigye told Human Rights Watch that any soldier who contravened the security forces’ code of conduct would “be charged under the laws of Uganda.”
