Unceasing Abuses

In spite of a surge in human rights activity in Mexico during the past year, the human rights situation does not seem to have improved: the volume and severity of reported abuses remain unchanged. Unceasing Abuses charges that the administration of President Carlos Salinas de Gortari has failed to curb rural violence and election-associated violence; even more fundamentally, the Salinas administration has not reversed Mexico’s longstanding policy of impunity for those who commit human rights abuses. Only when President Salinas’ expressions of concern about human rights in Mexico are replaced by effective measures to combat them will the human rights situation there improve.
