全球呼籲：成立對中國的國際人權監察機制

我們，以下連署機構，共同呼籲成立國際機制以處理中國政府的人權侵犯，並敦促閣下採取果決行動以達成此一目標。

2020年6月26日，50位聯合國人權專員史無前例地呼籲「為維護中國的基本自由採取果斷措施」。他們特別指出中國在香港、西藏和新疆的大規模人權侵犯，在新冠病毒疫情期間禁止信息流通，以及對全國各地人權維護者、記者、律師和批評政府人士的迫害。

我們各組織也十分關切中國侵犯人權為全世界帶來的影響。中國攻擊海外人權維護者，在世界各國打壓學術自由，並且從事互聯網審查與數字監控。我們強烈反對中國提倡不顧人權的發展，縱容有政府撐腰的採礦業者造成環境劣化，以及在華人士所受到的、或中國國家行為體在海外實施的種族歧視待遇。

我們遺憾中國積極扭曲聯合國人權理事會的職權，提倡「合作」先於問責，而且反對一切旨在向世界各地重大人權侵犯和國際犯罪追究責任的倡議。中國利用在聯合國非政府組織（NGO）委員會的席位，無故阻撓某些NGO獲得諮詢地位，同時卻認可許多政府設立的NGO（GoNGOs）。中國常阻止人權維護者進入聯合國設施，抹黑NGO場邊會議的講者是「恐怖份子」，還威脅各國代表團以嚇阻他們出席聯合國有關人權侵犯（例如新疆暴行）的場邊活動。

當聯合國人權事務高級專員、各種特別程序和數十個國家敦促中國遵守國際人權標準，中國卻反嗆這些忠告是「嚴重干涉」中國主權的「不適當說法」。

一個國家若認為自己可以不接受任何監督，就是對人權的根本威脅。中國作為全球超強之一而期望得到這種待遇，每個人都會受到影響。

我們因此支持聯合國專家們的呼籲，人權理事會應召開特別會議，對中國政府侵犯人權的幅度加以評估，同時應成立一個公正、獨立的聯合國機制，對這個問題進行密切的監察、分析並逐年發表報告。我們敦促聯合國秘書長指派一名特使，符合其《人權行動呼籲》，我們也呼籲人權事務高級專員履行其獨立職權，監察並公開報告中國的廣泛人權侵犯。我們支持這項呼籲，聯合國各成員國和所有聯合國機構都應該利用一切與中國當局交流的機會，堅持中國政府要遵守其國際人權義務。

我們懷著全球團結與伙伴關係的精神致函，誠盼閣下迅速著手抵制和補救中國當局作出的重大人權侵犯。任何國家都不應凌駕於法律之上。
