It is too early to tell whether the Commission will function independently enough to help improve the situation of human rights in Rwanda. Given the strong governmental links of the majority of its members, it may prefer to work through personal contacts behind the scenes rather than through public criticism of abuses. While this may help resolve individual cases, it will do little towards developing real respect for human rights in Rwanda.
