An election constable directs a line of waiting voters in Kampala. Only 15,000 police were available to supervise 20,000 polling stations across the country. The government filled the gap with local defense units and government-funded militias, such as the Amuka Militia and the Arrow Boys. The Arrow Boys are commanded by state minister and NRM candidate for parliament in Soroti Mike Mukula.
