Human Rights Watch researchers went to a military college north of Baghdad where anti-tank mines were being looted. Researchers were told that days before the mines had been stacked to the ceiling and that looting was ongoing. Nothing had changed days after Human Rights Watch researchers provided the U.S. military with the location of this facility. © 2003 Peter Bouckaert/Human Rights Watch.
