The research for this report was conducted by Alex Moorehead, consultant to the Africa division; Jemera Rone, East Africa coordinator for the Africa division of Human Rights Watch; Peter Bouckaert, senior emergencies researcher at Human Rights Watch; and Eric Stover, Director of the Human Rights Center and Adjunct Professor of Public Health, University of California, Berkeley. The report was written by Alex Moorehead and Jemera Rone.
