ACKNOWLEDGMENTS

This report was researched and written by Smita Narula, senior researcher for the Asia Division at Human Rights Watch. It is based on research conducted in Gujarat, India in March 2002 and January 2003. Research assistance in New York was provided by Jo-Anne Prudhomme, Shilesh Muralidhara, and Kumar Rao.

The report was edited by Joe Saunders, deputy program director. It was reviewed by Zama Coursen-Neff, counsel to the Children's Rights Division, Alison Parker, acting refugee policy director, Jim Ross, senior legal advisor, Mickey Spiegel, senior researcher for the Asia division, and Nisha Varia, researcher for the Women's Rights Division. Production assistance was provided by Liz Weiss, Ami Evangelista, Patrick Minges, Veronica Matushaj, Jagdish Parikh, Fitzroy Hepkins, and Jose Martinez.

Human Rights Watch wishes to thank the numerous, lawyers, activists, and NGO members who assisted us in our research and who, for safety reasons, cannot be named-an unfortunate indicator of the continuing state of insecurity in Gujarat.

We are profoundly grateful to the many victims and eyewitnesses who shared their stories with us.
