It is particularly crucial now, in the early stages of vast technological change, that governments reaffirm their commitment to respect the rights of citizens to communicate freely, but restrictions on Internet access and content are increasing worldwide, under all forms of government. THREATS TO PRESS FREEDOMS A Report Prepared for the Free Media Seminar Commission on Security and Cooperation in Europe Developments throughout Europe suggest that protection for media freedoms falls well short of international standards and there are disturbing signs of erosion for universal free expression protections on the part of international and continental bodies that should be insisting on bedrock protections for freedom of the press. This report recounts a number of disturbing developments, including crude attempts to control the press in the new democracies of Eastern Europe; the shutting of newspapers in the former republics of the Soviet Union and Yugoslavia; impunity for the killers of journalists in Turkey; and serious constraints on freedom of expression in Great Britain, where the press is chilled by onerous libel and official secrets laws, and Greece, where numerous anti-nationalist activists have been prosecuted for publishing leaflets and posters.
