Acknowledgments

This report is based primarily on research from January and February 2005 in Kurdish-controlled northern Iraq, where Human Rights Watch researchers interviewed victims and witnesses of insurgent attacks. More victims and international humanitarian organizations were interviewed during a subsequent week in Amman, Jordan. Security conditions prohibited travel to Iraq’s center or south.

The report was edited by Sarah Leah Whitson, executive director of Human Rights Watch’s Middle East and North Africa Division, Joe Stork, deputy director of the Middle East and North Africa Division, Widney Brown, deputy program director of Human Rights Watch, and Joe Saunders, deputy program director of Human Rights Watch. James Ross, senior legal adviser to Human Rights Watch, edited the report and wrote the sections on legal standards.
