This report is based on research conducted by Jonathan Cohen and Joanne Csete, respectively researcher with and director of Human Rights Watch's Program on HIV/AIDS and Human Rights. The research is a joint project of the HIV/AIDS and Human Rights Program and the Children's Rights Division.
