This project was coordinated by Ellen Marshall, Policy Coordinator of the American College of Physicians (ACP); Joanna Weschler, Director of the Prison Project and Gara LaMarche, Associate Director of Human Rights Watch (HRW); Leigh Dingerson, Executive Director of the National Coalition to Abolish the Death Penalty (NCADP); and Susannah Sirkin, Deputy Director of Physicians for Human Rights (PHR). All contributed to the research, writing and editing of the report. Janet Weiner, M.P.H., Research Associate of the ACP, was the principal writer and editor.

Kim Thorburn, M.D., of the ACP Human Rights and Medical Practice Subcommittee and the PHR Board of Directors, provided invaluable advice, editorial comment and coordinated interviews of prison doctors. Ron Shansky, M.D., M.P.H, Steve Spencer, M.D., and Armond Start, M.D., M.P.H., conducted formal interviews with prison doctors. Henry Schwarzschild, member of the NCADP Executive Board, provided invaluable advice and assisted with statute research. Jim Welsh, Medical Advisor at Amnesty International, contributed historical references and a wealth of knowledge and analysis. David Rothman, Ph.D., Director of the Center for the Study of Society and Medicine, Columbia University College of Physicians and Surgeons, provided advice on and edited the section on ethics.
