“Karen,” a transgender woman returned to Ciudad Juárez, Mexico, under the Trump administration’s “Migrant Protection Protocols,” turns herself in to Border Patrol agents on the Paso del Norte international bridge so that she can cross over into El Paso, Texas, for the preliminary hearing in her asylum case, May 2019. Karen told Human Rights Watch that when she first arrived at the US-Mexico border and was detained by Border Patrol agents, they misgendered her, placing her in a cold, overcrowded cell with 78 men and refusing to call her by her chosen name.
