It is consistent with a part of a JDAM guidance kit’s actuation system that moves the fins. The numeric code “81873” is a Commercial and Governmental Entity (CAGE) code that identifies it as having been manufactured by Woodard, a US company that makes components for guidance systems on munitions, including the JDAM.
