The Role of the International CommunityMost human rights groups in Hungary operated without interference. Recognizing the disproportionate representation of Roma in Hungarian prisons, the Hungarian Helsinki Committee implemented a 2000 pilot project designed to assess the degree and scope of discrimination against Roma in criminal sentencing and began a prison monitoring program in association with the National Prison Administration. |
