Decision on Disciplinary Action Against Bai Suping for Her Errors
Bai Suping (formerly Chen Zhongling); female; nationality: Han; date of
birth: December 1970; place of birth: Lingbao County, Henan Province;
education: professional secondary school; was transferred in January 1993
from No. 1 Hospital of Xian Medical College to Xili Hospital in Shenzhen to
serve as a nurse.
In August 1994, Chen Meng, Bai Suping's brother (handled in a separate
case), came to Shenzhen from Shaanxi, and stayed temporarily with Bai
Suping in her Xili Hospital dormitory. In September 1994, Chen Meng
learned that the outside hostile elements in Hong Kong needed a "name list
of the June 4 pro-democracy elements barred from entering China," and he
got the idea of trying to steal a copy of that "name list." He tried to
obtain this list through Tang Tao, Bai Suping's husband (handled in a
separate case), then serving in the Sixth Brigade of the People's Armed
Police. One evening at the end of October 1994 in Bai Suping's dormitory,
he asked Tang Tao whether the latter had seen something like a "name list
of people barred from entering China." Tang Tao said he thought he had
seen one, and promised to look for it when he returned to the barracks.
That same evening, Tang Tao returned to the barracks and found a copy of
the A List of 49 Overseas Members of Reactionary Organizations Currently
Subject to Major Control (a top secret document) in his office desk drawer.
He took the top secret document, returned to Xili, and handed it over to
Chen Meng. On November 5, 1994, Chen Meng asked Bai Suping to look for
some place near Xili Hospial where he could send a fax. Bai said the
Nanyue Company had a fax machine and she knew someone there. Sometime
after two o'clock that afternoon, Bai Suping took Chen Meng to Nanyue
Pharmaceutical Co. Ltd., found the person she knew and through him sent the
top secret document and other documents to Hong Kong. The above facts have
been corroborated, the evidence is conclusive and Bai has confessed. Bai
Suping, a state cadre, violated state regulations regarding the protection
of state secrets, not only did not report promptly to her organization her
brother Chen Meng's intention to transmit a top secret state document to
Hong Kong and try to stop him, but also actually took active measures to
provide facilities to help her brother fax the "name list" out of the
country. That resulted in a serious instance of disclosure of secrets,
which had an extremely damaging impact on our country in the outside world.
When the matter was discovered, the Municipal Public Security Bureau, in
view of the fact that Bai Suping's offense was not serious and that she
adopted a good attitude by admitting her guilt, and in accordance with the
revelant provisions, made the decision in July 1996 on disciplinary action
against her: Reeducation Through Labor. In the interests of tightening
discipline and educating the person in question, and in accordance with
Article 26 of Law of the People's Republic of China on the Protection of
State Secrets, Article 30 of the Enforcement of the Law of the People's
Republic of China on the Protection of State Secrets, and Chapter 2,
Article 4, Section 11 of the Interim Provisions of the City of Shenzhen on
Administrative Disciplinary Action, the Conference of Chiefs of the Bureau
of Supervision has decided to record a major demerit in the file of Bai
Suping.
